A failed, throttled or unroutable lookup is not a verdict. Only an admission-tested authoritative source may say a name is unregistered.
Reserved and premium names answer the same way. The TLD's list price is not a quote for a specific name.
Each result states what was measured, when, how, and on whose authority. Absence of evidence never upgrades to a claim.
